中華民國紅十字會強調,《國際人道法》並非理想情境下的宣示,而是在衝突最劇烈之際仍必須被遵守的底線。 International Humanitarian Law is not a declaration reserved for ideal circumstances; it is a minimum standard that must be upheld even in the most intense moments of conflict.
近日中東地區美以伊的軍事行動,已對平民、兒童與醫療機構內的病患造成嚴重衝擊,令人深感憂心與悲痛。中華民國紅十字會強烈呼籲「遵守戰爭規則是一項法律義務,而非選擇!」
在國際武裝衝突中,《國際人道法》與《日內瓦公約》明確規範各方在戰爭中,必須保障未參與戰鬥者的生命與尊嚴,嚴禁針對平民、學校、醫院及其他民用基礎設施的攻擊。醫療設施、醫護人員與人道救援工作者,包括標示紅十字與紅新月標誌的建築與車輛,在任何情況下都必須受到尊重與保護。
本會嚴正呼籲任何可能危及平民的攻擊行動都應立即停止,傷者必須能安全接受治療,醫療與人道救援工作不得受到阻礙。

The recent military escalation in the Middle East has caused severe impacts on civilians, children, and patients in medical facilities. This is deeply concerning and heartbreaking. The Red Cross Society of the Republic of China (Taiwan) strongly calls for respect for the rules of war, emphasizing that compliance is a legal obligation, not an option.
In international armed conflicts, International Humanitarian Law and the Geneva Conventions clearly stipulate that all parties must protect the lives and dignity of those not participating in hostilities. Attacks against civilians, schools, hospitals, and other civilian infrastructure are strictly prohibited. Medical facilities, healthcare personnel, and humanitarian workers, including buildings and vehicles bearing the Red Cross and Red Crescent emblems, must be respected and protected under all circumstances.
We urge that any attacks endangering civilians cease immediately. The wounded must be able to receive treatment safely, and medical and humanitarian relief operations must not be obstructed.

The Red Cross Society of the Republic of China (Taiwan) will continue to promote education and advocacy on International Humanitarian Law and, when necessary, engage in relevant assistance to support those affected by armed conflict. We remain steadfast in our commitment to providing neutral and impartial assistance, ensuring that humanitarian principles are truly upheld as a beacon of hope in times of crisis.
