Taiwan Red Cross Wins Silver in Government’s Prestigious Training Quality Assessment

The Taiwan Red Cross has earned a silver medal in the Ministry of Labor’s Talent Quality-Management System (TTQS) assessment for training institutions in 2025, marking its first-ever participation in the program. With only 8 percent of applicants achieving such recognition, the distinction underscores both the organization’s commitment to training excellence and the results of years of groundwork.

Behind the accolade was nearly a year of rigorous preparation. Beginning in 2024, the Red Cross launched a comprehensive effort that included sending staff to specialized workshops, aligning internal practices with government benchmarks, and mobilizing its workforce for collective improvement. From revising institutional frameworks to reviewing documentation, no detail was overlooked. The organization applied for government guidance on four separate occasions, adjusting its approach based on expert advice. Central to the process was the PDDRO model—Plan, Design, Do, Review, Outcome—ensuring that each improvement was not only articulated and documented but also carried out in practice.

For the Red Cross, the silver medal represents more than external recognition; it is a profound responsibility. It affirms the organization’s training system as one that meets the government’s highest standards, while also laying a stronger foundation for future partnerships with businesses, schools, and public institutions. The award is expected to give the Red Cross greater leverage in securing government projects and resources, broadening the reach and depth of its humanitarian services.
