The 21st Red Cross International Humanitarian Law (IHL) Moot 2023 Hong Kong

The champion, National Taiwan University, of the 13th International Humanitarian Law (IHL) Moot – An Inter-University Competition for Taiwan is representing our country to compete in the 21th IHL Moot for Asia-Pacific region.

In light of the ongoing COVID-19 pandemic, the competition organizers – The International Committee of the Red Cross (ICRC) and the Hong Kong Red Cross (HKRC) – decided to conduct this year’s competition through submission of memorials and with virtual oral hearings.  Participating teams will be matched according to their memorial scores as well as time zone, which shall be no larger than 3 hours of difference.

This year, the final date to submit memorials falls on Chinese Lunar Year’s holidays, 27th January.  Participating teams will compete against each other remotely starting on 8th March, with the closing ceremony scheduled to be held on 12th March.  Besides the competition, a keynote seminar will also be held on 31st January virtually to provide participants an insight to the future court proceedings.
