On March 11, 2011, an earthquake and tsunami struck Japan, causing heavy casualties and radiation leaks. Two years after the disaster, the Taiwan Red Cross and musicians from Taiwan and Japan gathered in Yamada Town, Iwate Prefecture for the "Reignite Hope and Courage to Live" concert, to console the pain of survivors with love.

Hardware reconstruction plans
In 2012, the Taiwan Red Cross continued recovery and reconstruction work in areas affected by the Great East Japan Earthquake and Tsunami. In early July, President Ching-Feng Wang of the Taiwan Red Cross visited Japan in person, to gain a better understanding of recovery progress. She also accompanied Jin-Pyng Wang, President of the Legislative Yuan, and the Legislative Yuan delegation to Miyagi and Fukushima Prefectures to explain the mission of recovery plans. With the active involvement of the local government and the successful acquisition of land, Soma City’s Babano Public Housing for the Elderly was completed on August 8, 2012. It was the first structure to be completed in the 311 Disaster Relief Program. The Taiwan Red Cross has also supported the three-year psychological support plan headed by the Japan Red Cross Society.

Since the disaster, six reconstruction plans have been completed on schedule. 68 public housing units for elderly in Fukushima have been fully completed; two nursery schools have been completed and two tutoring centers in Yamada Town, Iwate Prefecture are expected to be completed by 2014. Shizu Public Hospital and Health Welfare Center in Minamisanriku Town, Miyagi Prefecture, and Kesennuma City Public Welfare Center, currently undergoing elevation and land preparation, are expected to be completed by the end of March 2016. The remaining 355 public housing units in Otsuchi Town will be completed at the end of 2016, at the latest.
